Sometimes, particularly lately, on the county level, government transparency is more like an archaeology expedition.
Transparency in government is a two-way street. It requires that citizens participate in their own local governments and remain chronically vigilant.
One important way to do this is to attend the County Commissioners weekly meetings, and hearings which are open to the public.
The 2010 Public Hearings Schedule for the Yamhill County Board of Commissioners is available here.
Their weekly meetings occur on Wednesday mornings at 9 AM in Room 32 of the Yamhill County Courthouse at 5th & Evans in McMinnville. They reserve the first 30 minutes for Public Comment, and they give each person 3 minutes for their comments, which become part of the Public Record.
Of course, in order to be able to attend the weekly Wednesday 9 AM meetings, you need to be either independently wealthy, unemployed, homeless/indigent, or you have to play hookey from work or school. The argument is that they can't hold these weekly meetings in the evening, because they'd have to pay county staff more money. If these are salaried positions, there is no more money involved. If these are hourly positions, aren't you willing to pay a few extra bucks so we can all have access to our County Commissioners in meeting? I know I'm willing to do that. But, try and persuade the Commissioners. That has been the hard part.
So, do what it takes, and go to some of these meetings and hearings. Hell, write your kids a note for school, and take them on your own Civics field trip.
Folks, things are rotten in the state of Yamhill County, and in order to clean them up, we, all of us, have to get our collective hands back on the tiller of what is supposed to be *our* county government, Of, By, and For - The People.
The People part are you and me. All of us. Will I be seeing you there?

Final report from Zia Consultants on the "Analysis of Waste Disposal" considers
... the transportation options and projected costs for alternative processes and transportation options.... The Board is scheduled to reopen the Riverbend Landfill hearing in Room 32 at 9:00 am, on October 14, 2009, at the point of "Staff Recommendation." At that point the Board is to decide whether to accept the report on the "Analysis of Waste Disposal". If the report is accepted, the Board will then decide on the schedule for receiving final written testimony.

I hear that the consultants will be giving a presentation on their Agri-Business/Agri-Tourism report on Monday, October 5 at 1:00 in Room 32 of the Yamhill County Courthouse.
The growth of the wine industry in Yamhill County is leading to a growth not only in the wine-making side of the business, but in surrounding, especially tourism-related, business, to more industry, non-profit benefits, and personal events. The county faces increasing numbers of people asking to create event businesses on their farmland; a plethora of blue directional signs to wineries and other rural businesses; questions about creating inns as well as bed & breakfasts, etc.
Decisions are currently made on a case by case basis with no long term goals, plans or guidelines or limits.
Without fanfare, the Yamhill County Board of Commissioners commissioned a study of "agri-business" for the county in October, 2008. The specs for this and the RFP and deadline are not posted online, only the board order authorizing the study. There is no indication of what the next steps are. What public involvement there will be. How it will impact Yamhill County's Comprehensive Plan, etc.
By luck, however, the city of McMinnville has posted draft background documents prepared by the contractor on the city's website.

The Board of Commissioners desires to retain the services of a qualified firm or individual to evaluate and recommend alternative disposal options, use of alternative landfill sites and the cost of transportation options, other than disposal of solid waste at Riverbend Landfill in the event the landfill is unable to accommodate disposal needs for in-county waste after expiration of the license agreement. It is assumed that it will be necessary to provide for the disposal of about 250,000 tons of solid waste per year by 2020.
The specifications:
3.1 The successful proposer will be required to complete a comprehensive report suggesting alternative solid waste disposal options, alternative sites, and cost of transportation options other than disposal at Riverbend Landfill in the event the landfill is unable to accommodate disposal needs for in-county waste after expiration of the license agreement on September 30, 2014. A land use application is pending to expand Riverbend Landfill, but it is unknown whether the application will ultimately be approved. It is assumed that it will be necessary to provide for the disposal of about 250,000 tons of solid waste per year by 2020. All available options must be evaluated with respect to locations, disposal costs, transportation costs, reliability and environmental factors.
